In 2005 eight cities all over the world, including the City of Łódź, agreed on cooperation within the framework of FP6 project SWITCH - Managing Water for the City of the Future (www.switchurbanwater.eu). In each of them the platform of stakeholders - Learning Alliance - has been asked to define the goal and strategies for efficient environmental management to be reached in next years. The goal was to correspond with the general project SWITCH target - change of paradigm for the water management in the cities, towards: adjustability to global change pressures, considering interventions over the entire urban water cycle/chain, greening of the city for better support of ecosystem services, improvement of health of nature and inhabitants and generating of new mechanisms for cities economic development. The issue identified as a major challenge by the Łódź Learning Alliance was efficient use of rain water as a key for improvement of the quality of life and revitalization of the city. At the level of spatial planning, the city target 2038 has been translated into the concept of the Blue-Green Network - setting a self-sustaining system of connected green areas inside and around the city using the river system as a backbone.

The Act on facilitation the preparation and implementation of housing investments, commonly called as “Lex Developer”, in force since mid-2018, was enacted to ease the satisfaction of housing needs. However, its implementation may also have significant consequences for spatial order. The aim of the article is to identify these potentially negative effects. The Act creates, greater than the previous regulations, the possibility of determining the shape, also visual, of spatial development by spatial planning. At the same time, however, the implementation of this Act may deepen the dispersion of the development and, furthermore, generate spatial conflicts with the spatial development elements created on the basis of other regulations.

Obowiązująca od połowy 2018 r. ustawa o ułatwieniach w przygotowaniu i realizacji inwestycji mieszkaniowych, zwana powszechnie „Lex Deweloper”, została uchwalona dla ułatwienia zaspokajania potrzeb mieszkaniowych. Jej realizacja może jednak mieć istotne skutki również dla ładu przestrzennego. Celem artykułu jest identyfikacja tych potencjalnie negatywnych skutków. Ustawa tworzy większe niż dotychczasowe przepisy możliwości określania przez planowanie przestrzenne kształtu, także wizualnego, zagospodarowania przestrzeni. Jednocześnie realizacja tej ustawy może jednak pogłębiać rozproszenie zabudowy, a także generować konflikty przestrzenne z elementami zagospodarowania przestrzennego powstającymi na podstawie ustawy deweloperskiej i innych przepisów.

The aim of the article is to present key elements of communist urban planning and urban design, in particular those whose patterns developed in the USSR, and then implemented into urbanization in other Eastern Bloc states. Additionally, the article presents changes of urban structures and architecture which occurred under the influence of diverse political, social and economic factors. The author analyzed the structure of the settlement network, the functional structure of the city, its composition and architecture, and proposed a periodization of the discussed phenomena.

Celem artykułu jest przedstawienie wiodących cech komunistycznego planowania przestrzennego i urbanistyki, w szczególności tych, których wzorce ukształtowały się w ZSRR, a następnie przeniknęły do urbanistyki innych krajów bloku wschodniego. Ponadto zidentyfikowano zmienność czasową urbanistyki i architektury zachodzącą pod wpływem różnych czynników polityczno-społeczno-gospodarczych. Autorka dokonała analizy struktury sieci osadniczej, struktury funkcjonalno-przestrzennej miasta i jego kompozycji oraz architektury, a także zaproponowała periodyzację omawianych zjawisk.
