We propose a theory of transition radiation emitted by charged particles entering a rough interface between two media. We show that the radiation process is influenced by surface inhomogeneities distributed both longitudinally and transversally with respect to the direction of particle motion. Moreover, we investigate in detail the transition radiation emitted at normal incidence of particles on a surface with Gaussian distribution of inhomogeneity deviations in relation to the smooth surface.
