The author discusses the European integration process within the framework of the Council of Europe. Normative competencies of the Committee of Ministers as well as of the Parliamentary Assembly are presented. General characteristic features of conventions, resolutions and recommendations are given. Some basic spheres of the activities of the Council of Europe and chosen new priorities of this organization are next analysed. Legal regulations made in connection with bioethics' problems are placed in the final part of the article.
